CHAPTER 3: SYSTEMS PLANNING – PRELIMINARY INVESTIGATION
1. Information System Strategic Plan
It is a set of long term goals that describe the information architecture and major information systems initiatives needed to achieve the goals of the organization.
2. Elements Of Typical Information Systems Operational Plan
a. The mission and objectives of the information systems function
b. A summary of the information needs of the functional areas and of organization as a whole
c. Constraints of the information system function in terms of technological, financial and personnel limitation
d. Long-term plans indicating the summary of the systems needed by the company and the system projects selected to reach organizational goals.
e. Short term plan listing the current information system projects and a detailed plan of projects to be developed or continued during the current year.
3. Systems Request
- It is a written request from management or end users which triggers the start of the systems development life cycle.
- Includes four considerations namely:
o Project Sponsor
The person who usually initiates the proposed information systems project having an interest in seeing that the new system succeeds.
o Business Needs
Included in the system request describes why the information system should be developed.
o Functionality of the system
It describes what the proposed information system will do.
o Expected Values
Include the expected value to be gained from the proposed system.
o Special Issues
Determine the system constraints that must be met for the proposed systems project to be viable.
4. Preliminary Investigation
- Roles: To ensure that the system serves the needs of the organization
- Actions:
i. Find out and analyze the causes of business problems rather than just dealing with the symptoms of these problems
ii. Ensure that the needs of all those who are affected by the new system are considered
iii. Consider how the proposed system may integrate with other systems in the organization

5. Feasibility Study
- It is an analysis undertaken to determine whether or not a system request worthy of further consideration.
- Covers:
o Technical Feasibility
Whether it is possible with the current state of technology
o Operational Feasibility
Covers two aspects, technical performance and acceptance within the organization
o Economic Feasibility
Whether a proposed information system will yield benefits that exceed its costs
6. Suggestion of preliminary investigation report
i. Drop the matter
ii. Fix the problem immediately (if it is simple)
iii. Authorize you to go on to the next phase for a closer look
